News Nº12 : First Security Measures at the Entrance

Covenant wants to improve the security of the entrance and control more efficiently who are allowed to enter the Resort, with the idea that only owners, residents, authorized workers and those who have a valid reason to enter, or have been invited should enter.

To achieve this goal, we have done a complete analysis of the current situation based on real numbers and not on rumors, impressions, false or malicious data. We have compiled the daily data of the different categories of visitors who entered the Resort since January 1, 2021. They are precise and detailed data that we will explain to you with each measure that we are going to implement. We have also analyzed who enters and for what reason.

The current entry procedures come from previous administrations, we know that there are problems and the idea is to solve them all without seeking to blame anyone, or asking why it was not done before. We cannot solve all problems at the same time to avoid creating traffic problems, so we are going to do it step by step, as we have done so far with the anticovid measures and vehicle reorganization, which have been a great success, with minimal disturbances and that now work efficiently.

We also have to balance the benefits of each measure based on the problems they solve, the time required for their application, and the problems they could create when applied to determine the order of application of each measure.

1. First measure : Every day hundreds of people enter pretending that they are employees showing their INE without any proof that they are actually working in the Resort.

In accordance with the wishes of the majority of owners and residents, we will continue to strengthen security measures, therefore, people who refuse to have a passport must have a letter written by their employer to enter the Resort (Attached format) otherwise they will not be able to enter. Clarifying that those who refuse to have a passport will not have access to the fast lane reserved for those who do.

In the next few days we will deliver to employees without a passport, the model of the letter to sign, and as of Monday, February 22, 2021, whoever does not have this letter will not enter. The letters will be quarterly and must be presented at each admission and include a copy of the employee and employer identification document. You must also leave a copy at the entrance at the time of the first quarterly entry.

Good security improves our quality of life and increases the value of our properties, for which we ask everyone for their collaboration, and we insist that each owner, resident or worker who does not yet have their PA Passport come to our office located in front of the Beach Club to get it. We also recommend you register on the APP http://colonos.org/en/APP to give quick access to your visitors.

2. Second measure : Passports for employees with vehicular access have generated an attempt at totally unjustified controversy in recent days due to false rumors about their handling, therefore, we are going to clarify the matter. A total of 441 passports are valid (less than 10% of the total) with vehicular access for employees, distributed as follows: Private Employees: 132, Hotels: 79, Businesses: 74, Ships: 55, Condominium Administrator 38, School : 33, and Restaurant: 30.

These passports correspond to hotel managers and executives, business premises tenants, building administrators, boat owners, employees of the former or private homes, so it seems legitimate that these people can enter through quick access.

Just as we let employees enter walking or by bike, we do not see the problem that they enter by vehicle, since we apply a similar control and the privileges of that card are very limited: They can only enter through lane number 3 (in which they are subject to a manual check: mask, temperature, and we only let the passport holder access). It is not true that they can enter without control through lanes 1 and 2 (we have a system that allows us to choose which barrier opens each card and employee cards only open the barrier in lane 3), and they cannot exit without control through the fast exit lane (those cards do not open this barrier). End of controversy.

Measures to be taken : We will request the revalidation of all passports for employees with a vehicle, issued before 2021, no later than February 28, 2021 and will only be valid for standard work hours from Monday to Friday from 7:30 a.m. at 6:30 p.m., and Saturday from 7:30 a.m. at 1:30 p.m. Employers who need extended hours will have to request it for their employees (eg managers, executives, chefs, maintenance staff…). In case of occasional entry necessary after hours, they can do so with an invitation in the APP. On March 1, 2021, Passports of employees with vehicles that have not been validated will be suspended. As we have reported in the last news, we are going to revalidate all passports in the coming months, but in order not to disturb the traffic we are going to do it by stage and category

3. Third measure : We are requiring that the documents that visitors without PA Passport use to identify themselves be official documents (INE, Driver’s License, FM or Passport). For security reasons, these documents will be photographed or filmed. Sams, Costco, or any club or association cards will not be valid for entry. Visitors without a PA Passport must indicate the address where they intend to go.

For whom it applies : All vehicle drivers that enter through visitor lanes 4 and 5, as well as, people who enter through the pedestrian crossing either on foot or by bike. It does not apply to construction workers whose case will be discussed later.

This measure was applied since February 8, 2021. Its immediate application did not generate problems since everyone has an official document.
